Have the option to prevent another organization from adding a federated user

Have the option in the Admin Console to prevent another organization from adding a federated user from our company. Preferably lock all users, then have the ability to allow individuals if there is an approved need.
Currently domain claiming and domain enforcement only restricts the creation of personal Adobe IDs, but they do not block other organizations from adding the same user.

    Thank you for raising this request and for clearly outlining your use case.

    At this time, the Adobe Admin Console does not provide an option to prevent another organization from adding a federated user from your company. While domain claiming and domain enforcement allow you to block the creation of personal Adobe IDs and enforce managed identities (Enterprise ID or Federated ID), they do not restrict other organizations from adding the same user to their own Admin Console.

    Adobe’s identity framework currently allows federated users to exist across multiple organizations, provided that authentication through the identity provider is successful. There is no setting available in the Admin Console to globally restrict other organizations from provisioning users from your verified domain.
