How can I set Creative Cloud up in my College?

My college does not have Creative Cloud but since it has several courses with Creative Cloud software as the central part of its curriculum, it has been a real problem for both teachers and students. I would like to know what it takes to get Creative Cloud in my college and whether students belonging to these particular courses would have proxy access to these rights, or would they need to have individual accounts with Adobe to work at home. As a college society chairperson, I would be the one spearheading this campaign and need to know what all this would entail. How is this traditionally done? What would be the cost? How do other institutions get funding for this? What bodies would I need to contact within the educational system? What is the best way to pitch to them? I would actually prefer to speak to an advisor who specialises in this if that is possible.
