How can we preDeploy Creative Cloud on our Premisses without CloudAccess

Due to regulatory issues we are not allowed to store or manipulate any data outside our network.

CS6 worked fine in the past, but we need a current version.

Can anyone help

    To be precise:

    a) Due to regulatory requirements, we cannot grant users general Access to the Internet, at the moment only HTTPS/HTTP trough a proxy is possible

    b) Due to regulatory requirements, the User is not allowed to edit, modify or create anything in the cloud

    c) Due to security requirements, we have static standardized Images which need to be predeployed for the user with the software, only HKLCU / User Profile is open for user Change

    d) Users can only have userRights at the streamed Desktop to make this work

    About our Environment:

    Windows 8.1, 8GB RAM, English installation
