How many users per license?

Question

We are a non-profit interested in the Creative Cloud Pro software. We currently have 2 - 3 possible users that will most likely not use it simultaneously. Do we need to purchase 2 licenses (at $80 each) or can 3 users use 1 license.

You need 3 licenses for 3 users. The licenses cannot float between people. Also, a standard license belongs to the named person. If the person leaves, the organization cannot transfer it, or even cancel it, even if they are paying; a nice leaving gift. A teams license might be better.
