How to close the old Team account and open new one?

Since the subscription on your original account is now cancelled, that plan is no longer active, so the next step is simply to set up whichever plan suits you on the account you'd like to use from here. You've got two options, and both work equally well:

Keep using your original account. It stays active on a free membership even after cancellation, so nothing needs to be closed or deleted. Just sign in at account.adobe.com and purchase the plan you want, and you're back up and running on the account you've always used.

Use the new account instead. If you'd rather make a clean start, sign in to the new account and purchase your plan there. That account then becomes the one you use going forward.

Before you decide, one important thing to take care of: you currently have a significant amount of data in your cloud storage. Since your paid plan is no longer active, please make a local copy of anything you want to keep as soon as possible so none of it is at risk.
