How to disable "Open documents as new tabs" in Customization Wizard

I'm using the Acrobat Customization Wizard DC to deploy Acrobat DC and the only piece missing is configuring it to open PDFs in separate windows as opposed to in separate tabs within the same window.  I've been unable to find a registry key to copy or a line in the direct editor.

Windows Registry Editor Version 5.00

[HKEY_CURRENT_USER\SOFTWARE\Adobe\Adobe Acrobat\DC\AVGeneral]

"bSDIMode"=dword:00000000

I have set the value to 1 in the registry and unchecked the box in preferences, but it is still showing tabbed files in the interface.  what am I doing wrong?  We are using Adobe Pro 2020 in Windows 10 64 bit environment.
