How to disable protected mode at startup in DC app-v package

I am turned off protected view in enhanced security but is there any way to turn off protected mode at startup off?

Protected Mode is not connected to startup. It's either always on or always off. If you disable PM via the UI or a registry key, it will always be disabled and the setting will not change on startup.

When I sequence it, it is all turned off .

and when it is published to an endpoint this happens

the only reason I am doing this is when we are trying to open up a pdf in outlook it is giving an access denied error but when you turn off enable protected mode at startup it works fine.
