I am using the Adobe Acrobat XI version, I wanted to disallow user from editing, printing, save the document locally (save and save as).

How to do it? I already tried to use the [Password Security] function and select the option [None] under the [Changes Allowed].

I am not which version is able to perform the DISABLE SAVE AS function.

Kindly assist.

It's not possible to achieve disabling Save/Save As menu items and buttons within the context of PDF file permissions.

Hello,

Why is it not possible? Without that feature, this software is useless to me.

I think you must want a very different kind of software than Adobe had in mind. Acrobat is sold as a PDF editor, and an editor that couldn't save seems to me to have a limited utility.
