How to lock down adobe reader

We want to be able to lock down adobe reader, ideally through the Customization Wizard X.

The user should not have access to menu or tool bars (although we are aware these could be turned on with keyboard short cuts) and all .pdf's should open in 'Fit to window Width' view.

I don't think you can turn off all the menus/toolbars and lock them. See http://www.adobe.com/devnet-docs/acrobatetk/tools/PrefRef/Windows/index.html and look up Toolbar Customization. You could deploy those settings via the Wizard's Registry feature.
