How to remove administrator / Cant able to download apps in packaged

I have been having trouble removing an old administrator account for a team member that left 3 months ago. now I subscribed photography plan myself but am not able to download any application available in the package except lightroom, especially photoshop, how can I  remove the old administrator  

Any help you be appreciated

You need to have someone with Admin priveleges access the Adobe Admin Portal. You can change users permissions there.
