This is a known issue, unfortunately Acrobat DC and previous versions fail to great extend to export a PDF with Arabic content to Microsoft Office formats such as Word, Excel and Power Point documents. You're lucky to get a success of something like 10% – 15% only.

This is a known current limitation / bug with Acrobat (all versions). Right-to-left languages including Arabic, Farsi, and Hebrew are not properly supported.
