I can't install Creative Cloud Apps on my windows computer (my second computer)

I can't install Creative Cloud Apps on my windows computer (my second computer). I called the tecnical support, and after 1 hour thy dropped the call, and disconnected. But thet also said tath thy should give me the Creative Cloud App without using Download Center. Anyone can help me? Someone who send me the installer? Thanks.
