I had 4 full Creative Licenses and I only need 2 now, what will be my billing after deactivating 2..

Hello,  I have 4 licenses, but I am only using 2, will Adobe charge me for the 4 licenses or for the ones I am using.  Please let me know is important because that is a difference of $400 in pricing that I want to stop paying.  Thank you very much for the response
