Bongs, I am sorry that you are encountering difficulties utilizing your Creative Cloud for Team membership.  You are currently posting in the Creative Cloud Services public discussion forum.  This forum is designed for people with individual memberships who have feedback or are encountering problems utilizing the services included with a Creative Cloud Individual membership.

If you have any questions about Creative Cloud for Team membership then you will want to begin at https://helpx.adobe.com/enterprise/teams.html.  If direct support is needed, then a session can be scheduled with a Creative Cloud for Team expert.

If you do wish to post publically about any difficulties you are encountering then please do so in the Enterprise & Teams forum at https://community.adobe.com/t5/enterprise-teams/bd-p/enterprise-and-teams?page=1&sort=latest_replies&filter=all.  This is the only place where Creative Cloud for Team or Enterprise support staff respond too and is the only public place designed to discuss the complexities of using a Creative Cloud for Team or Enterprise membership.

The same thing applies to Twitter and Facebook, the only support provided is primarily for individuals.

Bongs, the solutions that are used to solve an individual's download and install errors are vastly different than those utilized with a Creative Cloud for Team or Enterprise membership.  This will increase your frustration if you are attempting to implement solutions that are not applicable or not possible with the organization you work for.

I will now move this public discussion to the Enterprise and Teams forum.  For your next step, Bongs, please contact your local help desk within your organization for assistance.  If you are the help desk then please request an Expert support session within the Adobe Admin Console.

And that Local User Account is an Administrators account?

AFAIK you Must Have at least One Administrator account on all Windows computers.

I had a similar issue.

Make sure that you have all Windows updates that are available.

The one thing that was causing it for me, believe it or not, was that I needed to do a clean installation of the latest Studio graphics driver from the NVIDIA website. After doing that and restarting, all was OK.

To make sure we're not overlooking anything obvious, let's start with the basics.

#1 Does your computer user profile have administrative permissions to install software?  If this is a Teams/Enterprise account, please contact your IT dept for assistance.

#2 Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + all other apps you intend to use.   Check each one.

#3 Which operating system do you have?

#4 Installation is a 3 step process.  What if any error codes or messages are you seeing.  Also read this help article below.

#1 The computer does not have administrative permissions.

#2 The system meets all the minimum requirements. AsusTeK, 16GB Ram, Core i7-10750H.

#3 Windows 10

# It installs up to 17% then it stops.

#1 That's a deal breaker.  Administrative permissions are necessary to install software.
