If the contract is changed from cct to cce, will users have to reinstall the program?

If there is a way for users to use the product without reinstalling the product, please respond.

Is it possible to download the csv file of the existing cct users and upload it to the cce console?

If possible, please let me know how.

No the users do not need to reinstall the Applications , however you do need to add the users to New Console.

Yes you can download the file from CCT console however before uploading you need to format it according to the CCE console.

You can find the sample file in the console itself.

Do you have any resources on how to upload a CSV file by downloading a CSV file from CCT and changing its format to the CCE console?

If you change the CSV file in the CCT to match the CSV form downloaded from the CCE console, an upload error will occur.

As far as the error while upload is concerned, you can check that too from the CCE console itself.
