Illustrator gets confused when using mouse

When touching mousepad, Illustrator goes all over the place. Needs a couple of minutes to process it. Then I can give another order (only 1) or, when I want to scroll again, Illustrator goes again all over the place. Not a workable area. Tried to delete the programm with AdobeCreativeCloudCleanerTool and re-install. No success. Tried another version of Illustrator. No success. Please help.
