Included in plan but can't download on CC App

I have an enterprise plan and the adobe webpage shows what's available in my plan - this list includes Photoshop and After Effects. When I then go to 'Access your apps and services' Photoshop and After Effects do not appear under apps Available in my plan and I cannot download them via Creative Cloud.
