The address information are what Adobe has in its database and that has been encoded by you. You need first to correct your address, then ask customer service to get you modified invoice.
As you posted in the Enterprise and Teams forum, I suppose that you have an Enterprise or Teams licence. Sopport can be contacted by a plan administrator via the admin console: https://adminconsole.adobe.com
If you have an individual plan, use the following: Adobe customer care can be contacted by beginning a secure chat session at https://helpx.adobe.com/contact.html?rghtup=autoOpen.
