We install creative cloud manually to the end users then install the adobe products they are entitled to. It takes around 30 mins just to do a manual install of adobe CC so can we can package it up it in SCCM ?  Also is it possible to have all the apps packaged, so that the end users doesn't need to contact IT team for credential ?

You can package all the apps using the packager .If you have a team subscription ,your users will need their Adobe ID to validate the licenses but if you have Enterprise or device licenses ,you can choose to not install CC desktop during the package creation .

If you were speaking about the admin credentials ,this method will allows you to deploy the licenses via your network :

Create packages for Adobe Creative Cloud
