install issues without a fix?

I have a computer I work on that I have install permissions but when I use those permissions I don't have Web Access. how do I get dreamweaver installed if I can not run a browser but when I am a regular user I get 

this is security settings getting in the way... so

Admin account = No web    

user account = no permissions 

what is the fix.

If you're an Enterprise or Team admin, I think you have an admin console from which you can create a package.

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud+ all other apps you intend to use.

Individuals must have Internet access.  You can't use Creative Cloud apps and services without it.  Sorry.

I have internet access. I am an Admin with Admin credentials but I can not acces the internet as Admin as this is a "Feature" of our security. so I can install the App if I had a down load option with a manual install and have it check my Credentials with Adobe but I cannot run the Adobe CC app as an Admin becuase it fails to connect to the internet. Bingo Bango Fail...   there has to ba a solution.
