Installing Acrobat Professional 2017 on virtual master image users are getting error 16 on the virtual machines

I'm installing Acrobat Professional 2017 on a virtual master image and it works on the master image, but when I provision the virtual desktops the users are getting error 16 when launching Acrobat pro 2017.
