Installing older versions do I have to use the CC Packager?
Need to install a specific version of InDesign and don't see anyway to do that within the enterprise site. Do I have to download CC Packager and create my own package with it?

Yes, use the Creative Cloud Packager and tick the 'show archived versions' box.
