As per the subject, I want to migrate our users from an annual subscription to our VIP account, is this possible without the need to delete accounts and re-create them?
I will be deleting the subscription account once all users have migrated.

Contact Adobe support via the adminconsole for that. They will assist you in migrating the accounts including the cloud data. If your users do not use the Creative Cloud space (including some features like the libraries), it should be a quite simple task.
