Issue with silent adobe elements 11 install

When looking at the article Silent install instructions | AOO volume license version | Windows

To perform a silent install I get and invalid switch when I use /UL1033 or /V"serial number"

So I tried to modify the setup.ini when I /qb to CommandLine0=msiexec /i "Adobe Photoshop Elements 11.msi" TRANSFORMS=1033.mst ELEMENTS_EN_US=1 ORGANIZER_EN_US=1 AgreeToLicense=Yes /qb

it will only install elements, and the Organizer is left out.

What is the best way for me to automate the install?
