IT admins VS Admin account holders

I'd like to sign up for this program.

We are Admin account holders, not IT admins.

Is it possible to still apply for this needed program if we are not IT?

If you have access to your Admin Console, any on Admin in your organization can sign up. Eligible education customers are those who have any of those who have a valid shared device plan for teams.

 

If you have Named User licensing for CC All Apps plans, you don't actually need to apply, because your students and teachers can just sign-in using they account and get access to apps and services on their personal or home computers. They may be asked to remotely sign out from an earlier device.
