Legit or Scam Email?

Hello,

 

Ive received a few email about consolidating our two individual licenses to one teams plan license. His email, links appear to be legit but there is something strange about our email conversation. He is not answering my questions im asking and is not providing me with the documentation im asking for. He just asks if I want to proceed. Which makes me believe something is not quite right.   His footer has Amit Sharma Customer Success Account Manager in it with the Adobe logo, San Jose Address etc. Is this a phishing email or just a bad sales rep?
