Does anyone have conditions that must be met by the user to use the government license in Europe?

I can't find anywhere.

Thanks for the links but I can't find anywhere some explanation definition of "government agencies".

Does anyone know if there are any additional restriction on what "government agency" can use (GOV) licence? Thank you for help in advance.
