License renewals

Hi, we have and annual CC plan, paid monthly with 9 licenses.  When our renewal window came up, i called to reduce the number of licenses, they reduced the count but increased the per license cost, so we are basically paying the same amount for fewer licenses. 

How is a small business to survive? 

Does anyone have any alternate programs they use?
