License to use Terminal servers?

Hello,

In company we use licenses per user (not computer), we also are using terminal servers for users to work, but specific people are allowed to use laptops to work locally.

My question is about Creative Could - even though license is per user, she cannot use it locally because it asks her to sign out from the other computer (terminal server) where she's working (and she have access to Adobe there too). Is there a possibility to somehow fix it, so she can use it on terminal server aswell as her local laptop without signing out on the other one?

    Install

    You can install Creative Cloud applications on multiple computers, regardless of operating system.

    Activate

    You can activate Creative Cloud on up to two computers.

    Use

    You can use the software on one computer at a time.
