Licenses randomly chosen to expire - how to choose others?

We are renewing our Acrobat DC VIP licenses, but reducing the number. I logged in to the team management portal to mark licenses that could be expired and it looks like Adobe already randomly selected licenses for expiration.  I want to choose licenses assigned to other people for expiration. How do I choose other licenses for expiration once Adobe already made that selection?
