Licensing for Team not showing properly

I have 2 users who are unable to use the licensed version of Photoshop.  The account shows that Photoshop is available through the Teams plan, but when we click "Download" Photoshop only shows up as a trial.  Any assistance with this would be greatly appreciated.

This issue was resolved over the phone.  The representative I spoke to said that while it had been assigned in the Admin Console, it was not showing up on Adobe's side - he passed this along to the licensing department and we are awaiting confirmation.

Just to ask an obvious question. Have you assigned a license to these users? Did the users recieve an email?

Also, if these users sign out and then sign back in, do they still see Photoshop running in trial mode? Sometimes users also sign in using a personal email address that is different from the one they were assigned a license to. Can you also ask them to verify that they're using the correct email address.
