Could you provide some more details about the plan you purchased? Is this a volume purchase. And can you tell us a bit about the licence type?

Access to LWS is restricted and only available to authorized users, so I am wondering if anyone else in your org is the authorized to access LWS instead of you. Adding a document for generic troubleshooting: https://helpx.adobe.com/x-productkb/policy-pricing/volume-licensing-site.html
