Mass update list of users

Question

I will be updating the user list for the user group that I manage. I will be given a list of users in CSV file. I understand that there is a way to upload users via CSV file but is there a way to do a bulk edit, i.e., users not on new list are removed and the ones already on this are not added twice? Do I need to go through the current list of users and only upload the new users and manually remove the users that no longer have a license?

@Heather31454340xc96 Ideally, if the user already exist in the admin console/user group and you have included the same account in the CSV, there will be an error stating that the user already exist. I can assure you that it will not create duplicate accounts unless, the email and username values are different.
