How to manage multiple Premiere Elements licenses with one Adobe account?

I don't think I can have teams or enterprise if I only have a number of premiere elements licenses.

it's the only way to centralize management of multiple licenses.

A separate Adobe account is required for each license I purchase. The problem is that the users do not have email addresses, which is required to create an Adobe account. 
I want to manage the licenses from one Adobe account. Premiere Elements is not available in Creative Cloud.
