If the user has Adobe ID then you can use "forgot password" option in login page to reset/create a new password. You can check this help document for more details: https://helpx.adobe.com/in/manage-account/using/change-or-reset-password.html.
For Enterprise ID, the system admin can send the password reset email from the admin console.
The federated ID is create and managed by the organization so the user can contact the IT team to reset the password.
