No ability to purchase new products in Admin Console

Hey Guys,

we want to buy Adobe Sign for Teams for using the MegaSign Feature. When we try to do that and type in our Admin Mailadress from our Admin Panel and click next we get a redirect to our Admin Panel. So far so good...

Then, as we all know, there is the ability to buy new products within the Admin Panel. If i click on purchase products the list is empty and it shows that there are no products available. 

Any idea? The phnoe support for Germany is horrible. Five Calls, no one with any idea...only promises that somebody will respond but nothing happend.
