I just assigned a new user to a license on our account and he is not getting the activation email from Adobe, so he cannot use it. Please advise.

As mentioned by @kglad, please ask the user to first check their spam or junk folder and confirm whether their emails from https://adobe.ly/3Nu2t7o are not being blocked by your organization’s mail system.
If they are unable to locate the invitation email, please try removing the user from the Admin Console, then add them again and reassign the license.
