Offline installing and working

For legal reasons, our network (in Israel) must be air gapped. We're currently using CS5.5, but need to upgrade. I came across this page which deals with offline installing and working, but it's almost four years old.

I wanted to make sure that this applies also to the current version of CC Enterprise, and that it exists in ME version for commercial use.
