ONE folder won't sync

Question

I use Adobe cloud storage and access files on several devices. I have ONE folder that will not sync. The sync process is completed. I completely re-organized teh content of said folder 2 months ago and it just doesn't evern mirror accross devices corrrectly.  I have tried hitting sync on my laptop a bunch of times and it doesn't fix it. I have two completely different looking folders betweeen laptop and desktop.

test for a corrupt file by creating two new folders > move 1/2 the files in the currently problematic folder to one new and the other 1/2 to the other folder.  see if one syncs and the other does not.
