Package Installation Failing - Win 10 64bit

I am new to using a deployment package installer, and at my new job I was given a folder with the installer package to run on my machine. I did previously have an individually licensed copy of CC installed on this machine, but even after uninstalling, running the Adobe CC Cleaner tool according to directions, and following the instructions listed in items 1, 3 ,and 6 here: Error exit code 6, exit code 7 installing Adobe Creative Cloud

My log gives an Exit code 0 -  no problems, but I still get a FATAL and ERROR line in the log during installation:

10/10/16 20:02:28:040 | [FATAL] |  | ASU | DeploymentManager | DeploymentManager |  |  | 14252 | The return code from the Adobe Installer Process is (7).Stopping the installation process.

I tried rebooting multiple times, cleaning the registry with CCleaner, and re-running the Adobe CC Cleaner multiple times with no luck. What else can I try?

    Check what processes are running when installing, and try closing some of them down as it looks like you are running into a conflict.

    Check what processes are running when installing, and try closing some of them down as it looks like you are running into a conflict.

    Thanks! Not sure which it was, but after quitting all non-Windows background processes and pausing my anti-virus (Avast) it worked perfectly.

    indicates a silent install fail "Some critical component has failed.Look up for the error in installer logs for specific reason"

    Please refer to this guide and look for the more detailed product specific error.

    The main log gives an error 7, the only error I see in the product logs are for InDesign:

Try setting correct permissions to the specified file/folder or parent folder, so that admin has rights to modify it.(Seq 26788)

    I cannot correct or verify permissions because there is no Adobe folder located in C:\Program Files because the uninstaller removes it after the error rolls back the install. I don't really want to modify the permissions for my entire Program Files folder without even knowing that it will help.

    These errors are also referenced in this thread: Exit Code: 6 Please see specific errors and warnings below for troubleshooting. For example, ERROR: DS003, DW050 ... W… , which points back to the same solutions I have already tried here: Errors "Exit Code 6" and "Exit Code 7" installing Adobe CS6, CS5.5, CS5, Premiere Elements, and Photoshop Elements .

    And for the Adobe Setup Error Log I get a repeated:

    I cannot find any reference of this anywhere, but attempted to manually delete all remaining Adobe folders leftover after the Adobe CC Cleaner ran, and that didn't help at all either.

    Adobe Acrobat DC does seem to install correctly, so the issue is with InDesign or something happening during that install, but with the error indicating a permissions issue and not leaving the folder behind for me to check I'm not sure how to proceed.
