Packages from Admin Console fail to install

macOS Monterey

Anyone seen any issues with packages failing to install after creating and downloading from Admin Console? I've made a single package that contains only the CCDA (5.7.1) but when I try to install, it immediately fails.

I notice if I run a

chmod -R 755

on the PKG, it will then run successfully. Any reason why these packages are getting created/downloaded with the wrong permissions? Downloading and running these from an admin account with full permissions to Downloads/Desktop.
