Photoshop API for Creative Cloud All Apps

Why does my Photoshop API incompatible even though I have Creative Cloud All Apps? I have checked the apps available to the plan and it included photoshop and firefly.
But I can't seem to access the API for photoshop.

Any help would be appreciated.
