Creative Cloud for Teams accounts do not utiise serial numbers. As noted above, please check that you have assigned yourself a license. A team admin needs to be added to the team, they do not automatically have a license.

The single seat in the VIP is not assigned to you, you are the Admin but no seat has been assigned to you that is why you are being asked for serial number, you can un-assign the seat & send an invite to yourself, then activate the Team CC.
