Premiere 2017 - Sharing projects

We have 40 edit bays using Adobe CC Premiere 2017, and some of our Editors have found that whenever they create a project that they can't send that project to another editor in another bay (who’s logged in using different credentials) as the project won’t open.

Initially they thought the project was corrupted somehow, but it seems that they can’t create a project and then hand it off to another editor to finalize it.

If the first editor logs into the other editors computer using the login that was being used when the project was created, it will then open. 

Any suggestions would be greatly appreciated.
