Re-installing the package to a Deactivated Device

I created a new license file for a device license to be used on a PC which had been using a trial version of Photoshop.  The device registered (device name showed active) but the user could not register with the license file.  I Deactivated the device and created a new CC Photoshop package and had the user install.  When the user attempts to install, it begin to install and after halfway through the install does a uninstall. The PC is still listed as a Deactivated Devices.  please assist
