Reactivating a deactivated device

My laptop was deactivated by mistake. I have contacted Adobe many times about this but still with no solution.

I have reinstalled the CC package, but still it states that the device was deactivated. Multiple Adobe support personnel have completed these same steps using remote desktop software, and still no luck. I have even gone as far as to reinstall the operating system on my computer to factory issue, and still I receive the same message.  

How can we reactivate CC software on a device that has been deactivated?

Steaml10290578, I am showing that you have an edu e-mail address.  Have you been in contact with your CC plan administrator to receive a new device license?
