Remote Update Manager Error 2 for Some Applications

I've created packages for the Creative Cloud apps that we're going to be licensing and setup the packages so Remote Update Manager is on (which it is by default).  Some of the packages can be updated while others encounter errors with the download.  One would think if the update process was a firewall issue I would not be able to update any apps.  Since I wanted to test the upgrade process I created packages of the older versions, where available, and then wanted to upgrade to match the current version. I ran into this issue yesterday and tried again this morning with Photoshop hoping it might have been a temporary issue.  Any ideas why some applications cannot download updates?

Successes:

Light Room - updates without any issue from 6.0 to 6.6.1

Media Encoder - updates without any issue from 10.3 to 10.4

Premiere Pro - updates without any issue from 10.3 to 10.4

Failures:

Photoshop - fails to update from 17.0 to 17.0.1

After Effects - fails to update from 13.8 to 13.8.1

Most recent failure:

    TDHCA78701 can you clarify your last post.  Are you attempting to run Remote Update Manager on a Windows virtual machine? 

    If you install Remote Update Manager in a non-virtualized environment do you receive the same errors?

    Just FYI RUM has now been updated to v. 1.9.6.17

    I was also seeing the same issues until I updated to the latest version.

    You can download the latest version in your Enterprise Console > Deployment > Creative Cloud

    I noticed as well that CC Packager does not build in this latest version (Yet).

    We're Teams customers so we cannot.  I have repeatedly run the RUM command to install and it finally has downloaded one of the applications that it could not yesterday or this morning.  Just a little bit frustrating to try to get support from Adobe and be told they only support Windows and IOS when you show them a Windows based VM where you are testing the installation/updating process...

    Thanks for that link, but that issue does not impact us since we are using the Enterprise for Teams (or whatever it is called).  I used the Creative Cloud Packager to create complete offline installers and just trying to make sure once I deploy the current version of the software that I can remotely update things.  Things work for some of the apps, but not others which I find odd.
