running CCP 1.10 on OS X 10.12.1 is extremely slow

Hi, there!

I bought a whole new Mac mini (runs in Traditional Chinese) and upgraded it to the latest version. I want to use CCP to make installation package for Adobe CCT.

After downloading CCP, I started running the program and found it runs in Simplified Chinese UI. It's OK for me, I can read it.

But while downloading Adobe CC, the speed is extremely slow.  I thought it may connect to China (but I am in Taiwan).

So I decided to chang the main OS X language to English in Language & Text preferences and run CCP again, and found it go back to normal speed.

I can't explain why there is a huge difference in speed, maybe something is miss configured?
