"Security zone registry settings is enabled. Please check. Error Code: 708"

Adobe Creative Cloud started throwing this error roughly 1 year ago. We know editing the registry allows us to bypass this error. We'd like to better understand what the Adobe CC installer is trying to do when installing CC that triggers this error? Is it trying to add entries to Trusted Zones for the user? If so, why and which ones need to be added to Trusted Zones via GPO?
