Sorry for the inconvenience caused and for the delayed response. Please create a licensing file of the TLP license using the Adobe Customization Wizard Adobe Creative Cloud license package
Run the un-serialization file once, and then run the serialization file. Reboot the machine and see if this brings any difference.
